Born out of a disaster, the group called the ‘198’ is not really an organized team, but a group of very different individuals who came to seek refuge at the Xavier Institute following M-Day, during which 90-95% of the world’s mutant population was de-powered. When the X-Men opened the grounds of the Xavier Institute to any mutant seeking a place to go in wake of the crisis, the mutants who arrived found no room in the mansion for them, instead a refugee camp of sorts on the lawn provided by the Office of National Emergency. The term ‘198’ is not an exact number of the mutants left after M-Day, but a symbolic one taken on by the refugees based on early reports of the remaining population.

Before
- When the reality warping powers of the Scarlet Witch grew out of her control, she was coerced into creating a new reality where mutants ruled supreme. Eventually, this reality came to an end and, blaming her father’s idea of mutant superiority for everything that had happened, the insane Wanda de-powered the world’s mutant population. However, not everyone was affected, and a few hundred mutants were left powered. [House of M #8]
- Beautiful Dreamer and Erg are two Morlocks who survived the initial slaughtering of their community during the Mutant Massacre. They were last seen in X-Factor (1st series) #15, and it was long believed that they were among the many Morlocks who either drowned or were transported to the Hill when Mikhail Rasputin flooded the tunnels. Apparently though, they were not present on that day.
- Sack and Fever Pitch are two former members of Gene Nation, second generation Morlocks who returned from the Hill (where time moved a lot faster than on Earth). [Storm #3-4] Fever Pitch was temporarily forced into serving Banshee’s X-Corps, but he escaped when Mystique and several other villains dismantled the operation from within. [Uncanny X-Men #402-406]
- Another former Morlock, Caliban, was last seen in Egypt, where Cyclops, while hosting the essence of Apocalypse, released him from his services as a Horseman. [X-Men: Search for Cyclops #3]
- Outlaw is a freelance mercenary, who was briefly romantically involved with Agent X. [Agent X #1-7, 14-15]
- Peepers, also known as Occult, was last seen in a prison for super-powered criminals, when he helped Logan and the Beast to escape. [Wolverine (2nd series) #164-165]
- The Collective Man is a Chinese mutant who last encountered the X-Men in X-Men (2nd series) #159-160.
- Arclight and Scalphunter are two of Sinister’s most valuable Marauders. They were last seen doing his dirty work for him in Cable Annual ’99 and Weapon X (2nd series) #13-14.
- Mammomax was a member of the Brotherhood under Exodus’ leadership. He and several others were sucked into the black hole in Xorn’s head. [X-Men (2nd series) #164] They emerged in the Mojoverse, where Exodus bargained with Mojo for the Brotherhood’s freedom. [Uncanny X-Men #460]
- Diamond Lil and Leech were just two of numerous mutants that had been captured and exploited by the revamped Weapon X program. [Weapon X (2nd series) #5] As next to all of the program’s super-powered operatives lost their powers on M-Day, apparently their prisoners were able to escape.
- Empath and Skids were last seen working for the Los Angeles branch of X-Corporation. Magma helped out that branch for a while too, [XXM 31-35, 41-45] though eventually she accepted a teaching position at Xavier’s. Before the new term started, she went on a vacation with her new lover, Antonio, who died on M-Day, when he was robbed of his powers. [X-Men: The 198 #1]
- Karma was working at the Xavier Institute as a teacher and supervisor for the younger mutants, who were not yet ready to be placed on a training squad. [New X-Men (2nd series) #7]
- Before M-Day, the Toad was one of numerous mutants who were trying to make themselves a new home in the ruins of Genosha. [Excalibur (2nd series) #2]
- The mutant named Johnny Dee was attacked and temporarily hospitalized by anti-mutant citizens. Spider-Man came to his rescue before he was seriously harmed or worse. [Son of M #1]
- Lorelei II, Mr. M and Jazz were all residents of District X, also known as mutant town. Lorelei worked there as an exotic dancer, whereas Jazz was a small time drug dealer. In fact, after M-Day, the local police used his drug background to blackmail him into leaving the area and relocate to Xavier’s. [X-Men: The 198 #3]

| Decimation: House of M - The Day After: | With the world’s mutant population mostly de-powered and attacks on the remaining mutants increasing, Cyclops opens the grounds of the Xavier Institute to any mutant seeking refuge. Among the first refugees are Erg, Mammomax and Peepers, who are being hunted down by the Sapien League. After capturing the three mutants, the Sapien League tied them down to wood planks and ignites them on fire. Fortunately the X-Men rescue the three the mutants before they are seriously injured. Upon taking Erg, peepers and Mammomax to the Institute, the X-Men are confronted by the Office of National Emergency, and their new Sentinel Squad O*N*E*, who make themselves known by taking over the grounds of the Xavier Institute, whether the mutants living there want protection or not. |

| X-Men: The 198 #1: | The Toad scours Mutant Town to see if there are any mutants left. However, all he finds are frightened former mutants, who are being harassed by members of Purity. He notices one of the remaining mutants, Lorelei, being chased away by members of Purity when they realize her prehensile hair is part of her mutation. As Lorelei’s friends do nothing to save her, the Toad comes to her aid, but not before they have cut off all of Lorelei’s hair. Having nowhere else to go, the Toad takes her to the Xavier Institute camp, where other mutants have already arrived, including Johnny Dee, Sack, Karma, Jazz, Skids, Fever Pitch and Empath. All the mutants live in tents on the grounds, as the dorms and parts of the mansion were damaged by the battle with the Sapien League. Some of the residents quickly show restlessness due to the Sentinels and the lack of direction. They decide name themselves the ‘198’ and raise a flag with that number on it. In Mutant Town, Mr. M uses his powers to heal the mind of his de-powered friend Hannah Levy. He is then convinced by Hannah to leave Mutant Town and help his fellow mutants, so he goes to the Xavier Institute. Upon arriving, he sets off alarms at his unique entrance, and even takes out a Sentinel, claiming it was about to step on a rare caterpillar. |
| X-Men: The 198 #2: | Following her lover’s death, Magma went on a rampage in Guatemala. Sent to retrieve her, Empath uses his powers to calm her down and then escorts her out of the country. Magma joins the refugees in the camp and is bunked together in a tent with Outlaw and Skids. Johnny Dee comforts her, but actually he is only after a DNA sample. From a strand of her hair, he secretly creates a small, living doll of Magma. Mr. M continues to display his incredible transmutive powers, for example when he let’s Lorelei’s hair grow back to its full length, worrying the O*N*E* and the X-Men alike. However, they are in disagreement how to approach this potential thread. In the camp, Erg leads a group of refugees in an attempt to leave the mansion grounds, but is stopped by the Sentinels. A battle starts, but Mr. M defuses the tense situation by separating the combatants and stopping the fight. Two more residents of the camp are revealed as Leech and Arclight. |
| X-Men: The 198 #3: | Mr. M starts a relationship with Lorelei. When Val Cooper reveals the O*N*E’s plan to build more permanent facilities for the 198 on the Xavier property, the mutants fear that they will be held in the camp for a rather long time. Some demand to leave, but Cooper says she can’t allow that for their own security. Instead, she offers excursions out to a nearby town, but only for those who let themselves be electronically tagged, so that the O*N*E could always find them if they run into trouble. Even though the mutants feel that they are losing their civil liberties, reluctantly some of the 198 accept, so that they can leave the mansion grounds and spend some time away. However, when Mammomax gets into a squabble in town, O*N*E* reveals that the tags also have electro-shock restraints, making him stop fighting the human who attacked him. Meanwhile, Jazz is having troubles of his own, trying to buy himself some drugs from a local dealer. Earlier that day, he witnessed Johnny Dee using the Magma puppet to manipulate her. He didn’t realize, though, that Johnny had already made a living doll of Jazz too and, when Johnny ties a rope around the doll’s neck, the real Jazz is strangled just as he is about to buy the drugs. |
| X-Men: The 198 #4: | Johnny Dee destroys any evidence linking him to Jazz’s death, and he acquires a cell sample of Leech upon learning of his power to cancel out other people’s abilities. The X-Men confront Valerie about the tags and discover that not even she knew about the restraining aspect. Blaming the tag’s electro-shock functions for Jazz’s death, the 198 start a riot, no longer wanting to let the O*N*E* decide over their fate. The O*N*E* quickly lose control of the situation, but everyone calms down again when Mr. M uses his powers to extract the implanted tags from his fellow mutants. Lorelei and Mr. M decide to leave the camp and invite the other refugees to join them. The O*N*E can do nothing but watch as Mr. M leads half of the 198 to leave to a nearby island where they set camp. The X-Men go after them and try to diffuse the situation, but it escalates to violence as Mr. M wishes no harm to “his people.” |
| X-Men: The 198 #5: | The Sentinels arriving as well, battle ensues at the island, but Mr. M proves to be more than a match for both the Sentinels and the X-Men. Growing impatient, former Marauders Arclight and Scalphunter try to force the X-Men to leave, pointing a gun at the Beast’s head. Lorelei intervenes and, when Scalphunter hits her in the face, Mr. M loses control. Back at Xavier’s, Johnny Dee cuts a deal, with an unknown price, with General Lazer of the O*N*E*. He claims to be capable of removing the threat of Mr. M and, as soon as Lazer accepts, Johnny Dee gets to work. Through his living voodoo dolls, he takes control of Leech and Magma and makes them negate Mr. M’s powered before incinerating him with molten lava. Right after the murder, Magma returns to her senses and accuses Empath of once again having influenced her. Their leader dead, the remaining 198 return to the Xavier Institute. Lorelei and Leech watch over Mr. M’s corpse; at the next morning, it transforms into a group of butterflies giving the 198 new hope. |
| X-Men (2nd series) #183-185: | Apocalypse arrives at Xavier’s offering salvation to the 198 and some of them are willing to listen what Apocalypse has to say. Suddenly, Apocalypse’s Horseman, Famine, makes his presence known, causing everyone present to feel hungry and thirsty. Whereas the X-Men battle his Horsemen, Apocalypse offers the 198 his elixir, which will protect them in the coming holocaust. The 198 line up to take the elixir, with Skids first in line. Karma tries to argue with her but to no avail. The 198 begin to take the elixir provided by Apocalypse, who demonstrates his power by taking down the O*N*E* Sentinels. Skids, Scalphunter and Fever Pitch join Apocalypse inside his fortress and they confront the X-Men when they try to stop him. During the battle, the elixir is destroyed, forcing Apocalypse to retreat. He steers his fortress away from the Institute with the defectees returning to the 198. |
In between The ‘198’ continue to live at the Xavier Institute under the watchful eye of the O*N*E*. However, during their stay they are witness to more attacks against the Institute by villains such as William Stryker and The Children. Eventually, the Super Human Registration Act is passed, forcing all those with powers to register themselves with the government. Tensions continue to rise high, however, given their current situation, mutants are considered de facto registered.

| Civil War: X-Men #1: | At night, a riot breaks out at the 198 refugee camp, led by Caliban and Erg. The Sentinels respond to the riot as Fever Pitch begins to burn down tents. They realize too late that the riot was orchestrated by Caliban as a distraction, as his former teammates, Domino and Shatterstar, blow a hole in the wall around the camp to free the 198. Together with some of the 198, they dispatch of the Sentinels, but are confronted by the X-Men. Domino tells Cyclops that she will fight to the death, but he refuses to engage in such a battle. About half of the 198 boards the craft that Domino and Shatterstar came in and escape to places unknown. The O*N*E* comes down hard on the X-Men and, surprisingly, Bishop agrees with them. He is put in charge of bringing in the 198. The X-Men hope to find them on their own, though, before Bishop and Iron Man’s Registration forces do, as they would have to face serious consequences from the Super Human Registration Act and the O*N*E*. |
| Civil War: X-Men #2: | Domino has taken the 198 to an abandoned SHIELD bunker in Nevada. While most of his friends rest, Caliban explores the area and discovers dangerous weapons stored deep within the base. Trying to elude the O*N*E, the X-Men track down the 198, but the bunker is sealed shut and Domino won’t let them in. Meanwhile, General Lazer contacts Johnny Dee again and pries out information regarding Johnny’s power. Realizing the potential, Lazer gives Johnny a sample of Cyclops’ DNA stored by the government and, once he has created a Cyclops doll, they learn the location of the 198. Sent by Lazer, Bishop and the Sentinels catch up with the X-Men outside the bunker in Nevada. Upon learning that the president plans on pardoning the 198 and letting them go if they wish, Lazer wants to prove that mutants are a danger and orders Johnny to influence Cyclops into attacking Bishop. |
| Civil War: X-Men #3: | A battle starts between the X-Men and the O*N*E. Following the events outside, Domino wants the 198 to come with her and to the X-Men’s aid, though some of them think it’s Cyclops’ own fault. However, Lorelei recognizes from his expression that he was controlled by an outside force. She reveals that, during the break-out, amidst the chaos and the fighting, she saw Johnny Dee’s set of 198 dolls, and suspects that he is the one pulling Cyclops’ strings. At that point, Johnny possesses some of the 198 and has them attack Domino and Shatterstar, though he also has a limit and can only influence one person at a time. The two X-Forcers realize that it would be too dangerous to rely on the 198 to help, so they leave the bunker on their own, ordering the others to stay inside. As the battle continues, Valerie Cooper learns of Lazer using Johnny Dee, and she arrests Lazer, but not before he activates a failsafe mechanism that seals the base shut, locking in the 198 with an array of weapons of mass destruction about to go off. |
| Civil War: X-Men #4: | Valerie Cooper interrogates General Lazer for the shutdown codes but, having created a living doll of Lazer as well, Johnny Dee kills him before he can give the codes away. The O*N*E, the X-Men and the 198 try to find a way either to disable the weapons or to blast open the doors of the, but to no avail. With no other way in, Cyclops unleashes his full powers on Bishop, who channels the energy to blast at the door to the bunker. With the timely arrival of Ms. Marvel and Iron Man, who designed the bunker, the heroes are able to break in. With little time they get the 198 out and into transports, but Cyclops cannot turn off his powers and is about to blow up himself, until Leech runs over and shuts off his optic blast. Everyone makes it to safety before the weapons in the bunker explode. In the aftermath, Johnny Dee is detained and placed in a holding cell, whereas the 198 are given amnesty and the Xavier Institute is treated as a reservation for mutants. Though the Sentinels stay to protect the mansion, mutants can come and go freely and will no longer be monitored or restricted. |
Afterwards
- Mammomax was captured by The Facility who used him as a test subject against their newest creation: Predator X. The dangerous individual devoured Mammomax, leaving nothing but his bones. [New X-Men (2nd series) #33-34]
- Outlaw has gone back to Agency X, where she is hanging out with her old pals Sandi, Agent X and Deadpool. [Cable & Deadpool #38]
- Caliban, Leech, Erg and Skids have since left the Xavier Institute and returned to the Morlock tunnels. [Uncanny X-Men #487]
- Arclight and Scalphunter also departed and are again working for Mr. Sinister alongside the newly reformed Marauders. [X-Men (2nd series) #200]
- The current whereabouts of the remaining ‘198’ are unknown. Some of them might still reside at the mansion, others may have left.
